Utility Mains Repair and Construction in Tallinn and Harju County

Toru SOS builds and repairs water, drainage and heating mains for private houses, businesses and apartment associations across Tallinn and Harju County — from design through to a turnkey connection, including leak detection on existing lines.
What mains work we carry out
A 'main' is any pipe run connecting a building to a public network or to its own treatment system — whether for water supply, drainage or district heating. Building or repairing a main is a more substantial project than in-house pipework, usually involving excavation, and it needs to be planned and executed correctly to avoid problems for decades.
- Construction of a water main from the network or a well to the house
- Construction of drainage mains to the network or a septic tank
- Installation of stormwater mains
- Complete replacement of an old main
- Partial repair of a main (fixing leaks, repairing joints)
- Construction of drainage systems
- Connection and repair of district heating mains
- Construction of wells (water, drainage)
- Design and approvals
- Surveying and obtaining the necessary permits
Stages of building a main
First comes a site visit and design. We need to identify all existing utilities and check the soil type and depth along the route. When connecting to a city network, the design is agreed with its owner (for example AS Tallinna Vesi).
The second stage is permits and approvals. Depending on the scope and location, approvals may be needed from city authorities, other utility owners, and neighbours if the main crosses their land. Toru SOS manages this whole process for you.
The third stage is carrying out the work: excavation, laying the pipe, making joints, pressure testing and restoring the surface. Everything is documented, and where needed we arrange a surveyor's record for future reference.
Repairing an old main
Old metal mains rust over time and can develop leaks. Often it's impossible to say exactly where the leak is without digging. We use several leak-detection methods — acoustic detection, thermal imaging, pressure testing and video inspection. Once the location is found, we carry out a targeted repair or replace the affected section.
In some cases it's more sensible to replace the whole main. If an old line is badly damaged or has exceeded its service life, it's often simpler and cheaper to lay a new one than to keep patching it up.
How does the process work?
Everything starts with your call or online enquiry. Our dispatcher listens to the problem, assesses how urgent it is, and sends the nearest available technician. In an emergency we head out immediately; for planned work we agree a time that suits you. The technician arrives with the equipment and spare parts needed to sort things out in a single visit wherever possible.
On site we run a first diagnosis, pin down the exact cause of the fault and propose the best solution. We agree the scope and price with you before starting, so you know exactly what you're paying for. Any extra materials or work are always confirmed separately before we proceed.
Once the job is finished we test the system, clean up after ourselves and issue a report. We give you practical advice on further care and, where useful, can offer a maintenance contract with regular preventive check-ups.
